Hamish Hansford
Deputy Secretary of the Cyber and Infrastructure Security Group
Hamish Hansford was appointed the Deputy Secretary of the Cyber and Infrastructure Security Group on 1 May 2023.
Prior to this, Hamish was Group Manager and Inaugural Head of the Cyber and Infrastructure Security Centre, a role he held from 1 September 2021, where he was responsible for reforms to the Security of Critical Infrastructure Act 2018 and led the principal regulatory authority for all critical infrastructure in Australia.
Immediately prior to this role, Hamish was the First Assistant Secretary of the Cyber, Digital and Technology Policy Division, where he led the delivery and implementation of Australia's Cyber Security Strategy 2020, cybercrime policy, online harms policy including combating terrorist use of the internet and child exploitation, as well as critical and emerging technology and data security policy.
Prior to this, Hamish was the First Assistant Secretary of National Security and Law Enforcement Policy Divisions where he delivered Australia's first ever modern slavery act, surveillance, investigatory powers and lawful access reforms, as well as hardening of Australia's counter money laundering, illicit firearms, terrorist financing and child exploitation regimes.
Hamish has held Senior Executive positions in the former Department of Immigration and Border Protection and the former Australian Crime Commission. Hamish has also served in a range of intelligence, policy, planning, and program delivery roles in the Department of the Prime Minister and Cabinet, Attorney General's Department, the Australian Senate and the former Office of Transport Security.
Hamish started his career in the National Museum of Australia.
Rachael Falk
Chief Executive Officer of the Cyber Security Cooperative Research Centre
Rachael Falk is one of Australia’s leading cyber security and policy experts.
Rachael is the Chief Executive Officer of the Cyber Security Cooperative Research Centre (CSCRC), leading a high-level collaboration between government, industry and research institutions.
She was recently appointed by the Home Affairs Minister as one of three members of an Expert Advisory Board, developing the 2023-2030 Australian Cyber Security Strategy.
Last November, Rachael led the Independent Review into Home Affairs’ Cyber Incident Management of the Optus and Medibank breaches.
She was also a member of the former Federal Government’s Industry Advisory Committee to help guide the implementation of Australia’s Cyber Security Strategy 2020.
Rachael has a background in commercial law and cyber security, practicing as a lawyer for more than a decade - working at top-tier firms in Australia, the UK and with Telstra.
She has also co-authored several key policy papers about ransomware, cyber insurance and IoT cyber security.
Rachael holds an Advanced Masters in National Security Policy (Hons) from the Australian National University (ANU), Bachelor of Laws (Hons) from the University of Technology, Sydney (UTS) and a Bachelor of Arts (ANU).
Stephanie Crowe
First Assistant Director General, Cyber Security Resilience Division, Australian Signals Directorate
Steph is head of the ACSC’s Cyber Security Resilience Division, which is responsible for delivering technical programs, services and publications across government and industry, as well as enabling the uplift and hardening of critical networks. Steph’s cyber security career spans almost 10 years – she has conducted various roles within junior operational ranks up to her most recent roles in senior leadership positions.
Steph has led the ACSC’s cyber threat intelligence and incident management functions and designed programs to enhance Australia’s cyber security situational awareness, national threat picture and incident response capabilities. Steph has been involved in cyber security efforts supporting key national events such as e-Census, elections and G20, and in facilitating national exercise programs. She has also directed Government’s technical response to numerous nationally-significant cyber security incidents.
Her Bachelor of Asian Studies Specialist (ANU) led to her to the graduate program in ASD in 2009. Throughout her 13 year career at ASD Steph has performed in various roles across the organisation’s intelligence missions utilising her expertise in operations management.
Dr Alexandra Caples
Director, Cyber, Technology and Security at ASPI
Alex is a former diplomat and national security official whose career spans over 20 years’ in Defence, the Office of National Intelligence, the Department of the Prime Minister and Cabinet and the Department of Foreign Affairs, including postings to Canada and Afghanistan.
Between 2019-2023, Alex was an Associate Director, Operations Advisory and Director, Policy Evaluation and Public Impact at professional services firm KPMG, supporting Commonwealth and State Governments on policy and program design and implementation.
Prior to this, Alex held various senior policy advisor roles in the Department of the Prime Minister and Cabinet’s National Security Division, including Director of Law Enforcement and Border Security, Director Cyber Security Policy and Director Crisis Management. In this capacity Alex provided advice to Government on a wide range of security legislation, policy and operations, including critical infrastructure security, foreign interference, cyberspace, telecommunications security, digital identity management, intelligence and border security.
During 2011-2012, Alex was a Senior Analyst for Transnational Issues at the Office of National Intelligence, where she provided senior executives and Ministers with all-source analysis on people smuggling, regional law enforcement and transnational crime.
Alex is an Australian Defence Force Academy Graduate. She holds a PhD in International Relations from Monash University (2007).
